Conditions: (assume only real roots)
• the leading coefficient is positive
• Root x = -3 multiplicity 2
• Root x = 2 multiplicity 1
• Root x = -1 multiplicity 1
b) the end behavior with a positive leading coefficient and an even degree, the end behavior will be up on both ends.
c) a rough sketch

But since the question asked for a "rough" sketch, and x-axis only graph is sufficient.
